You live in the higher elevation (4000 ft) of a Northern California mountain range where plants like Star Jasmine and Bouganvilla are usually treated as annuals. You can try to winter them over by planting them next to a warm west-facing wall. If they make it through the first winter or two, they should be established enough to take most any weather.
