I'm Looking for a low growing perennial (shrub or tree) that is evergreen and blooms, the area is shady and gets maybe 2 to 3 hours of morning sun. This will be the background for a front yard flowerbed.

You might consider some of the following flowering evergreen shrubs: the "Yak" series of rhododendrons, perhaps the schipka cherry laurel (Prunus laurocerasus Schipkaensis) might fit the bill, or lower growing still, the sweetbox (Sarcococca) is also extremely fragrant in bloom.

Whatever shrubs you plant, make sure you leave ample room for them to reach full size, and to allow for their roots to grow without impinging on the area for the flowers. You may also want to leave yourself a small pathway between the flowers and the shrubs to use when doing maintenance work such as trimming or mulching.
