The name blue spruce is sort of a descriptive term, in that the foliage of the Picea pungens has a blue tone or sometimes a silvery cast. In some individual trees of Picea pungens the blue is very pronounced, in others less so. This is especially true for trees grown from seed where there will be more natural variation from plant to plant -- the shape and overall habit can vary as well. Unfortunately, I do not know of anything you could do to enhance the blue coloring. Actually, I am wondering if you might have some other type of spruce instead. I'm sorry I can't be more encouraging.
