Weigela is a sturdy plant and is normally content with average soil moisture conditions; it would not need extra watering except in times of drought once it has become established. As with any plant, in the first season it needs supplemental water to keep the soil evenly moist (not soggy or saturated, but damp) to encourage it to become well rooted, in the next two years it would benefit from watering during dry spells.
