What is the best soil mixture for a new rose bed planting?

I don't feel as if any new rose bed is complete without the addition of composted cow manure...romantic, huh? After loosening the soil with a tiller or a good old fashioned garden fork, I like to work in a bag of composted cow manure (never use fresh). Actually, that is all the fertilizer your roses should need the first year; more than that could result in "burning" the roses. You might also check you soil's pH (and other nutrients)--you can get soil test kits from your Cooperative Extension office (ph# 904/784-6105).
