Keep in mind that roots of woody plants may range much further than the branch spread, typically at least one and a half to twice that distance from the trunk. Since they are water lovers, willows are known for their tendency to send out roots far and wide seeking water. As with any plant, the roots would seek weaknesses where water is leaking and exploit them -- and eventually make them worse. In general, if the water line is solid, it should not be a particular problem but if it is old and weak or has been damaged, it is certainly of concern.
