Is there an evergreen tree or shrub that grows to 10-12 feet at maturity with a spread of around 2 feet?

You're describing the natural growth habit of Thuja Pyramidalis. These evergreen shrubs reach a mature height of 8'-10' with a width of 2'-3'. You can keep them slightly smaller with regular pruning, and they grow wonderfully well in the Pacific Northwest. Enjoy your new shrubs!
