What is the best way to over-winter Purple Fountain Grass, should it be cut back in the late fall or should it be done in the spring? When is the best time to split the plants?

Unfortunately, this grass is not hardy in your area, so there really is no best time to cut it back -- it will be dead by spring regardless. In general, the hardy ornamental grasses can be cut back any time from late fall to early spring. Some gardeners like the winter look of the plants, but in areas with heavy snow they can sometimes fall over so it may be easier to cut them back and cart away the trimmings in the late fall. They should be divided in early spring just before or just as they begin to grow again.
