Bamboos are generally problem free, but mealybugs and scale insects can occasionally become pests. As they feed they produce a sticky substance called honeydew which drops down onto the tops of foliage. Honeydew can turn into black specks. Look for bumps on stems or cottony-looking masses on internodes. If you find some of these pests, suffocate them with applications of insecticidal soap or summer oil. Once the pests are gone, the black specks should not reappear.
