I live in Arizona where the roses I took on with my new house seem to bloom almost year round. How often and when should the bushes be cut back?

I'm assuming you have hybrid teas. Major rose pruning is done in January here, to prepare for the peak boom period in April-May. Hybrid teas are cut back aggressively at that time. Another lighter pruning is done in mid-September to prepare for the second bloom period in fall. Since it's already mid-November, I'd wait until January to prune. "Desert Landscaping for Beginners," 0-9651987-3-1, Arizona Master Gardener Press, has an excellent chapter on roses care for the low desert.
