|Windmill palms (Trachycarpus fortunei) are medium sized, hardy palms, growing well in full sun to light shade. Your palm will be happy in a container indoors while it's young, but will eventually need to be planted outdoors. It's winter hardy in your gardening region so when it outgrows its spot indoors, you can transplant it into the garden without concern about it surviving the winter weather.
Palms appreciate fast-draining soils and regular water. Your palm will require less water in the winter months than in the spring and summer, so there's no set rule as to how often to water.
