Can the dogwood tree C kousa Chinensis be trimmed to stay smaller than its mature size? If so how much smaller?

Generally speaking, this really is not possible without ruining the natural shape and natural structure of the tree. In any case the then required repeated trimming will weaken the tree and cause the new growth to become increasingly more unsightly over time. In my experience it is really a losing battle. If it is truly too large you might need to consider replacing it. I'm sorry I can't be more encouraging.
