I have a variegated hydrangea that has notches on almost every leaf edge. What is eating it and how would I treat it? Thank you!

If the notches are on the leaf edges only and not elsewhere on the leaves, I suspect leafcutter bees are at work. They typically cut half-moon shapes out of leaves and take the pieces back to line their nests. Since bees and wasps are flower pollinators, I wouldn't use insecticides against them.
