We have these Green Mountain Boxwoods and they are sprouting long light green shoots. Are we supposed to cut them. They are growing off the shrub and look kinda funky. Please let me know it and when we are supposed to trim these.

You can trim these shoots off now. If you wait too late in the season (October or later) to prune, the boxwoods will send out new shoots which will not have time to sufficiently harden off before winter arrives. Trim them off now and in the spring your boxwoods should grow more evenly!
