Will Navajo Salmon Sage actually bloom all summer? I want to put it next to a small fence which gets unobstructed morning sun and filtered sun all of the rest of the day.

Salvia greggii (Autumn Sage) typically blooms from late summer through autumn; the Navajo series blooms a little earlier and in your eastern Washington garden should produce flowers beginning in late June or early July. It grows best in full sunshine with some protection from hot afternoon sunshine. The site you describe sounds great and it should perform well for you. Enjoy!
