What are the best tropical plants for a small garden that has sandy soil and full sun?

Your question is really many questions in one! There are so many plants of different types to choose from including shrubs, vines, perennials, etc. Some great choices include bird of paradise, bougainvillea, African Iris, plumbago, firecracker plant, certain bromelliads, firebush, perennial hibiscus, golden dewdrop and palms.
