when do i plant a stem to grow a new rose bush from a existing rose bush?

Summer is a good time to try this. Here are some instructions on how to root cuttings from shrubs. You may need to cut and paste the complete url into your browser to make it work correctly.

You might also consider layering if there are some long flexible canes.

Please keep in mind though that if the rose you are using is usually grown as a grafted rose, it may not root very well for you. Good luck with your project!
