Is it okay to prune a walnut tree way back at this time?

Pruning usually stimulates a tree to put on new growth, so it's best to prune when they are in a dormant state. If you prune now and the tree starts putting out new growth, it could be damaged by cold temperatures. In your area of California, you should wait until late February or early March to prune. If you plan on a major overhaul of the tree, it will take you two or three years to achieve your goal. For the future health of your tree, try not to remove more than a third of the live material off at any one time.
