Japanese gardens are really a style of gardening and many plants from various parts of the world may be used. Many Japanese and other asian plants are commonly planted in the US anyway.
Some typical choices would be dwarf conifers (many types including Japanese Black Pine), bamboo (again many types), boxwoods and various groundcovers including Mondo and Liriope.
