Peas are legumes and thus can produce their own nitrogen in nodules on their roots. If you provide lots of nitrogen fertilizer you'll promote lots of vining growth at the expense of pea production. If you cease fertilizing now they may settle down and bloom. Next time you plant only provide a light application of fertilizer to the soil just after planting. If you use manure, go very sparingly.
