Kwanzan cherry normally has a reddish or coppery tint on the newest/youngest growth, it gradually turns greener as the summer progresses, so what you are seeing at the tops and tip of the tree is probably normal. But if the red is beyond that, or is splotchy or formed of spots or moves into growth that is already green, you might want to consult with your local county extension and/or professionally trained nursery staff to see if they can diagnose it more specifically for you. They may appreciate a photo of the overall tree as well as some foliage samples in a closed clear plastic bag kept cool so they don't wilt too much. Good luck with your tree.
