We live in a covenant controlled Townhome Complex We need 5 bushes that are evergreen in nature and will do well in a North face with Sunshine most of the day.

I'm a little confused - north facing areas are usually shady, and do not receive sunshine most of the day. If the site is sunny most of the day, you can plant Juniperus chinensis ?Armstrong? (Armstrong Globe Juniper). It grows to about 4', doesn't mind damp soil and has a globe form for a formal effect. Juniper chinens pfitzeriana grows 8 to 10' and is available in blue and gold-tipped foliage varieties. Pinus mugo (mugo pine) is quite variable in size (3-8') and dwarf forms are available.

Other suggestions include Berberis mentorensis (barberry); 6 to 7' Dark red fruit in fall; B. julianae (wintergreen); 5 to 6'; Yellow flowers in May. Bluish fruit in fall; Buxus koreana (Korean boxwood), 3 to 4'; Cotoneaster apiculata (cranberry cotoneaster, 2 to 3', Large showy red fruit holds on through winter; Euonymus, Manhattan; Euanymus kiautschovica, 4 to 5' tall and wide.

Hope one of these suggestions works for you!
