Wisteria can fail to bloom for a number of reasons ranging from overfertilizing, to cold damage to the flower buds, to incorrect pruning, or it can be a case of a seedling plant just being slow and shy to bloom. Here is a care sheet that describes how to prune to maximize bloom as well as giving overall care instructions to help you trouble shoot.
