Thuja occidentalis smaragd grows 12-14' high with a spread of 2-3'. You'll want to keep your new plant at least 3' away from a retaining wall; 4' is even better. The roots won't cause problems but you'll want to provide some growing room for your shrub and some air circulation between the mature plant and the retaining wall to help keep the plant healthy.
