We are not really able to help with commercial ventures in part because the techniques and materials are different on a larger scale. Also, unfortunately I am not familiar with programs or research materials that might be available locally or suitable for roses in your area. In most cases an Integrated Pest Management (IPM) program is developed specifically to suit local conditions -- the weather, the soil, the crop. It includes scouting and monitoring for potential expected pests and then treating -- only if needed -- beginning with the least toxic controls. You might begin by checking with your local university resources and see if they can direct you to research or locally appropriate practices that would be helpful to you.
