How far apart should I plant flower carpet roses? I'm guessing about 8 or 10 feet on a hillside (zone 21, La Canada is near Monrovia and has nearly identical climate). The three I have are way too close together at 3 feet apart.

Carpet roses have a similar growth habit to climbing roses; spacing carpet roses 8-10 feet apart will allow them enough room to spread out and cover your hillside. I'd dig and transplant those that are only 3 feet apart. Best wishes with your carpet roses!
