When is the best time to trim a Mimosa Tree? Last year our tree was full and beautiful. This year it has a lot of dead branches and very little foilage. We had a very hard winter could that have affected our tree?

Your zip code places you in zone 5B which is quite cold for mimosas, usually they are considered marginally hardy into zone 6. Mimosa trees will suffer during a hard winter and may show some dieback as you described due to cold injury. The dead branches can be trimmed off as soon as you are certain they are not going to leaf out for the season. I hope you have an easier winter next year.
