Neil,

I can't identify the bugs from that description but a general purpose insecticide should knock them out and allow the tree time to regrow. Your best bet is to take some bugs to your Parish Extension Office or a good local nursery for proper identification and then an appropriate spray can be prescribed. In the absence of a good identification you might try a spray of Neem as it is a fairly good general purpose, or perhaps something with Pyrethrin in it. Both are natural products and fairly low in toxicity.
