What is the best time of year to plant a crepe myrtle?

Also, when to prune?

We live in New Orleans...

The best time is in fall (Oct/Nov) and the next best time is in late winter. However you can plant a container grown tree at any time if you give it proper care. In summer that is just more difficult to do.

Pruning time is late winter, but crapes don't need much pruning.
