I think Monler will take the windy conditions without problem but if you consistently get ice storms, the tips of the foliage can burn. I garden in Seattle near the Sound (which can be quite windy in the winter) and have not had any problems with my Canadian hemlocks, but gardening friends in Portland, where ice storms are common, have trouble with tip burn. Aside from the above, I think Monler is a good choice for your garden!
