My grandmother rose bush looks like it is dying. Many of the leaves are turning brown. I water it about twice a week. What is wrong and what can I do?

Unfortunately, based on your description I am not able to tell you what is wrong with the rose bush. There are a number of pest and disease problems as well as cultural problems (such as over or under watering or transplant shock or accidental herbicide exposure) that could cause browning and leaf loss. I would suggest you work with your local county extension to determine specifically what is happening and based on knowing that, decide how to treat it. If it is something that requires a spray, they will have the most up to date recommendations on what to use and how/when is best to apply it. I hope it is nothing too serious.
