I want to know what other choices I have beside Blue Arrow for a blue tint juniper that grows 12-15

You might also consider SKYROCKET JUNIPER
Juniperus virginiana 'Skyrocket' (J. scopulorum 'Skyrocket')

Here is the catalog description:
Stately, columnar form makes this probably the narrowest juniper available; resembles a skyrocket! Durable and versatile, best grouped to form a colorful bluish-gray screen or garden accent. Full sun. Fast grower to 15 to 20 feet tall, 2 to 3 feet wide. Cutting grown.
