How long will it take to mature to a full height?

A school is putting a parking lot next to our house, and is planning to use the mint julep as a 5-6 foot solid screen. The school sent me a Monrovia Catalog that said the Julep will grow to 6 feet (a local requirement for fencing next to Residential areas), however, my local nursery says 4 ft and 5-10 years because Idaho is colder than California.

The local Nursery says mint julep is used as a grond cover, not a fencing screen, and that it is not possible to get mint julep 5-6 feet tall. To transplant them at maturity would be very stressful in Boise. They have suggested that the school reconsider and use a hardy evergreen (e.g. the Arborvitae) to insure a solid screen at completion of the parking lot.

Can you help me with this question?

I think a local nurseryman would have accurate knowledge about the growth rates and habits of junipers in your region. Catalog descriptions are based upon ideal growing conditions in terms of climate, soil and water availability. If your growing season in shorter, or temperatures are above 90F much of the time, the plants will not grow at the same rates as they might in mild climates such as California. I'd tend to trust the nursery professional's advise.
