Yarrow is one of those plants that seems to thrive on neglect. It prefers sunny places with dry, well draining soil. It may be that you're giving it too much attention in terms of watering and fertilizing. Try cutting it back to stimulate new growth, make sure it is getting all day sunshine, and water it deeply only once every 7-10 days. This should make it perk up and bloom for you. Hope so!
