Pee gee hydrangea or Hydrangea paniculata grows best in full sun or at least a half a day of direct sun. The most common reason for lack of bloom is too little sun. Another possible reason for lack of bloom is pruning at the wrong time. This type of hydrangea blooms on the new growth of the season, so any pruning or shaping should be done in late winter. Summer pruning would remove flowering wood. Next, overfertilizing can cause an excess of foliage growth at the expense of blooms. Finally, any new shrub will take a few years to settle in, become well rooted and perform its best. I hope this helps you trouble shoot.
