What is the best time to transplant a sea green juniper (approx size 3x3)?

Unfortunately, in my experience this established size of juniper would be very difficult to transplant successfully. This shrub is deep rooted and so very hard to dig up with enough root intact. If you have to move it, late winter to early spring would probably be the better time to try. Take as much of the root system as you possibly can. This plant is fairly easy to find at retail so you may have better luck planting a new one instead. I'm sorry I can't be more encouraging.
