Dwarf Blueleaf Arctic Willow has a mature size of only 3-4 feet so it is perfectly sized for growing in a large pot. Fill your container with potting soil or a mixture of half potting soil and half garden soil (don't use straight garden soil in a terra cotta pot - it will dry out to the point where it will be hard to re-wet). Plants in containers need more frequent watering than those in the ground, and plants in terra cotta pots should be monitored frequently during the hottest months of the year. Unglazed Terra cotta tends to wick moisture out of the soil at a very fast rate, so check your plant frequently until you get a sense for how often it will need to be watered.
