What is the meaning of the term #2 grade on plants?

Plants grown as nursery stock are expected to grow at a specific rate, be healthy and vigorous and of the right color. Number one grade means the plant is performing as expected and is perfect. Number two grade would indicate that the plant is healthy, but not growing as well as others of its kind. Number 2 grade plants are generally sold at a discount, or kept over for another year until they catch up.
