I've seen a couple of plants around town that I've never noticed before. It is a deep green fern like leaves with small red flowers.
Both were growing vine like. One was over a huge arbor and the other
growing up a telephone pole. I have tried to find it online but
couldn't find a clear picture. Is it cypress vine?

Yes, it does sound like it. Cypress vine and cardinal climber are both common names for Ipomoea quamoclit -- red blooms, fern-like foliage. There is another (closely related) vine also sometimes called by these same common names. Ipomoea x multifida has a similar red bloom but the foliage is not fern-like.
