I need background and any information I can get, to help my daughter with a school project concerning, the flower, Pacific Statice/Fredonia.

First of all, here is some basic information about statice.

There is an annual statice (L. sinuatum) called the Pacific strain. It grows 24 to 30 inches tall and is popular as a dried flower.

I am unable to locate and information about a plant called Fredonia. I'm sorry I can't be more helpful on that one. If you have the botanical name you can use that to search on google.com or another search engine. Or, perhaps her teacher can suggest a reference source for your work.
