What can I do to revive the lawn which my neighbour and I share. It is mostly weeds. What is the easiest way to turn it into a healthly looking green space? Can I just buy seeds and spread them around on top of the weeds?

Tossing seed out on top of weeds will be no better than feeding the birds, unfortunately. You would need to kill off the existing weeds, loosen and prepare the soil, add any needed amendments such as lime or fertilizer, then either seed or lay sod. Then you would need to roll the lawn to assure good soil contact with the seed or sod roots, and water to keep the soil moist while the new grass becomes established. Then you need to follow a regular mowing and care routine. So, overall, it is not quick or easy. It is probably too late in the season to start now, so early next spring would be your better bet. In the meantime you may want to run some soil tests to determine soil fertility and pH levels, and possibly research grass varieties that do especially well locally. Here is some general lawn care and establishment information to help you get started. The first was developed for New York State so should be somewhat similar for you. The second is general information from the University of Guelf with step by step instructions. You may need to cut and paste the complete url to make it work correctly.
