I see a lot of these trees further down the peninsula but not here in my area(near el camino real - below the major fog belt). Is it too cool or what?

I think perhaps the tree has not yet become popular in your neighborhood. One of the deciduous trees most widely planted around the San Francisco Bay area is the Chinese Pistache. The fall leaf color varies from clear yellow to scarlet. You might want to select the tree int he fall so you are sure of the color.
