Last year my corn had worms even though I sprayed with a chemical. How do I prevent them next year?

You can discourage corn ear worms by dabbing a drop of mineral oil on the silks after the ears have started to fill out. Don't do this too early in the season or pollen won't be able to reach the silks and kernels won't develop. Wait until you can feel the kernels under the husks and then put the oil on the silks.
