I would like to know how to winterize dracaena palm plants in containers outdoors.

Outdoors, dracaena typically will not winter over in your gardening region. Although they are hardy to about 30F, you'll be taking a chance if you keep yours outdoors. A better method of preserving your dracaena is to take it indoors and keep it as a houseplant. Failing that, try moving the containers to a protected place (near the foundation) of your home and buring the containers in the ground to help protect the roots from freezing. They may or may not make it, but if not, you can replace them next year.
