I am new at gardening. I have a general question. I notice that the bark chip mulch around my maple tree is developing a layer white powder on its surfaces. Is this normal part of decomposing? Thank you for your attention.

What you describe sounds like a normal decomposition process. If you find it unattractive, simply rake the bark chips around. This will expose some new surfaces to fresh air and will kill off the fungal growth. The fungus won't bother your other plants or trees but it can look unsightly. Best wishes with your landscape!
