Your cedar tree is hardy to -10F so there shouldn't be any concern about it wintering over in your growing region. Like all containerized plants, your cedar should be watered when the top inch or two of soil dries out, and it should be fertilized with a quarter-strength application of fertilizer each spring to promote healthy growth.
