I have this planted beside my fish pond, it has just started to have a hairy look to it over the past 2-3 weeks, is this normal?
Also how should I care for the winter?

Lucretia,

Yes the fronds, leaf edges, and trunk can have some stringy things on them. Don't do anything over winter. In spring start with a light fertilization; about 1/2 cup of turf fertilizer sprinkled evenly in a 5 foot circle around the plant.
