I have an orange tree that has spidery webs and is losing leaves. I think the plant is dying.

Webbing on the stems where the leaves are attached to the branches usually indicates an infestation of spider mites. The mites feed on the undersides of the leaves, causing them to discolor and drop. You'll need to get rid of the pests to help your tree regain its health. Horticultural oils or miticides will control spider mites.
