Looking for a 2 foot hedge to grow on 100 feet of bank to help with erosion control about 2 foot tall. Part of hedge will grow over a septic/leach line that is about 8 feet away. Want a thick short hedge.

If you want the plants to remain only 2' tall, I'd recommend a dwarf boxwood, rosemary, or lavender. Both the rosemary and lavender produce seasonal flowers and all three of these suggestions can be sheared for a formal appearance or allowed to grow without shearing.
