I live on the Edwards Plateau in Texas, zone 8. What is the best soil pH and type for Jacaranda mimosifolia?

I am sorry for this delayed reply to your gardening question. The spring rush has brought a deluge of questions and we are working hard to catch up!

Jacaranda mimosifolia is rated for heat zone 10 and cold zone 10 and as such is not hardy in your area. It is fairly tolerant of various soil conditions as long as they are well drained, but prefers pH to be neutral to slightly acidic. This is another reason that it may not be a good choice for your area.
